SOLID WASTE MANAGEMENT AND TECHNOLOGY ISSUES IN INDONESIA


Indonesia has not yet recovered from the economic crisis of 1997, thus there is little improvements in urban solid waste handling. Rapid population growth in urban areas, socio-cultural classes heterogeneity and community participation that is generally not well-directed and well-organized have resulted the complexities of municipal solid waste (MSW) problems to be handled in a municipality. On the other hand, fund situation and relatively low priority in waste handling among local governments are general trends, along with the limitations in proper human resources handling waste, adding to the low performance of municipality in handling the sanitation and waste in urban area. Many aspects involved in the cause of inadequate MSW management, some of these are lacks of supports of municipalities to address wastes problems systematically, integrated and comprehensively, lacks of standard policies that are comprehensive and consistent in matters of waste handling, and low awareness among communities about adequate waste handling procedures. This paper will highlight the main issues of SWM management in Indonesia.



One of the most strategic governmental program, through the Ministry of Environment associated with wastes issue is Adipura Program, which has been revived since June, 2002. The program of award granting reached its highest position as the most important program during the era prior to multidimensional crises as discussed earlier in this paper. The main objective of this program is to motivate local governments in applying good environmental government principles in managing urban environment, to realize a clean and green city. Environmental issues that being evaluated are as follow [4]: • Solid Waste management

• Green open spaces management

 • Public facilities management

• Water pollution control

• Beach and coast area management

• Environmental impact analysis application

• Spatial planning and management application In 2004/2005 164 cities participate voluntarily in this program. The participants were divided into four city categories based on population [4]:

 • Metropolitans ( more than one million population)

• Big City (500,001 – 1,000,000 population)

• Medium City (100,001 – 500,000 population)

• Small city  (up to 100,000 population)

Based on the successful results in term of changing views on the part of city administrators in their city management, in the next activity (205/2006), the central government decided that this is the time to actively involve the existing cities, where the evaluators involved would not only comprise government officials but to include community elements from each and every local community. According to evaluation results associated with Adipura Program [5], information revealed that the average generation of wastes in 2003/2004 was  2.39 liters/cap/day. Population of metropolitans and big cities tended to generate more wastes than medium/small cities. MSW successfully transported were 74,11%. This figure is relatively higher due to the fact that the calculations were being based on the number of waste truck volume that could transport wastes relative to wastes generated by the entire city/district that theoretically calculated based on the of population.  In fact, it is probable that wastes generated by non-residential areas were been omitted from the calculation.

STRATEGY FOR THE FUTURE Up to present time, national regulation regarding to MSW management has not been set-up. For that purpose, the Government of Indonesia are preparing a draft of Solid Waste Management Law. Some important issues deserve considerations and discussions in developing this regulation among stakeholders associated with waste management are as follows:

 • The fundamental concept of waste management that should be adopted is how to decrease the volume of wastes generation from its very sources and to apply recycle principles. The applied waste management should be based on resources conservation such as composting and energy application. 

• The Landfill should be designed, constructed and operated as it should, in accordance with sound standards and practices, to the extent that the surrounding community and environment would experience no disturbing or harmful negative impacts.

• Waste management should be established based on community participation. Residential waste problems would be addressed only through the involvement of the entire roles of stakeholders, including residential group. Rewards and supports are required to be granted to any community show any success in waste management. The Government provide any group with active partnership support based on mutual benefit approach.

• Cooperation with business community could be realized by creating conducive business climate to the extent that it would  promote investments, accompanied by incentives measures for the benefit of business community, especially through tax exemptions, soft loans, simplification of license and permits and clear cut regulations.

 • The establishment of a landfill based on administrative boundaries should be adjusted. Waste problems were not urban problems, but regional problems instead. This measure would be more effective if it is professionally operated by private sector. In the future, the role of the Governments would be better as regulators. The government should facilitate the capacity building for Indonesians institutions and business sectors to be able to propose and implement clean development mechanism (CDM), since Indonesia has ratified the Kyoto Protocol.

• There should be rearrangement of the rights, obligations, authorities and responsibilities of stakeholders, along with the proper ways to solve any conflict resulted from waste managements.

CONCLUSION

 Population growth will increase the amount of waste generation to be managed. Being in a difficult economic condition, the environmental problem in large cities in Indonesia is increasingly depressing. From the aspect of available fund allocation, municipal waste handling will always be given low priority. It will be hard for the existing urban waste service capacities in Indonesian cities to catch up with the increased waste generation. When city administrators do not want to leave the old practice based on the concept of collect - transport - dispose, the amount of waste that can be transported will be decreasing, along with the decreasing capacity of existing transportation modes. Therefore, a new paradigm is needed in waste management, among others to reduce, as much as possible, the amount of waste for disposal from sources up to the final dumping site through recycling activities. The most fundamental MSW problem in Indonesia is the lack of comprehensive and consistent policy pattern of handling wastes. The prevalent  practice give inadequate attention over the existence of landfills as elements of waste management. In the future, the task of waste administrators would not be easier than in the past or present. Should the existing efforts and capacities remain unchanged, it would certainly clear that the ability to handle this sector would be deteriorate due to the aging of the existing facilities and fund inadequacy. In such a case, they should take into account the role of private sector in the long-run waste management.  A strong political will is needed from all parties, the central and local governments, executive and legislative, the waste generators, and MSW managers, as well as the other actors involved so far with waste, to handle the problem of MSW together and in integration.

The Big problem Use Plastic

=> More than 1000 turtles died from eating plastic waste , according to research from the university of EXETER , ENGLAND
-It took millions of years to decompose plastic waste
-Every year we produce more than 1000 tons per years of plastic waste 

5)What are result  are result discussed for each problem ?
=> The impact of plastic waste with recycle
- The deat of whales that die from eating plastic is clear evidence that we must seriously deal with plastic waste
-The last is , people will be affected by plastic waste themselves


Do you know , that we always use disposable plastic , and we throw away the plastic we have used , without recycle , reported by EXETER  UNIVERSITY England , that almost 1000 turtles die every year from eating plastic waste that we often use .and this is a serious problem because not only turtles are dedad , but laterly , sperm whales have also died from eating plastic waste

Half a century ago people didnt know plastic . they are more many use various types of materials seventies still using a shopping bag from rattan , bamboo , eating and wrapping containers food with teak leaves / banana leaves while now with are dealing with synthetic goods as a subtitue organic ingredients , namely ingredients material from plastic .

Many who people depend on plastic .maybe in this day and age , if you want to buy something you have to use plastic that is only disposable , without the danger of the plastic it is not recycled , reported from the KOMPAS.com , that the plastic is an obligation for everyone to use , as long as they can pay eventhought it was very dangerous if the waste is not reused or recycle

29% of seabirds infected with plastic waste in their stomachs .but the latest research has found more surprising facts, 9 of the 10 marine deserts that exist.the problem is increasing plastic waste in the sea . especially in the next 11 years, the industri will produce more plastic than 1950s,''said Denise Hardesdty , senior researcher at the commonwealth scientific and industrial research organization , as quoted by The Guardian , Wednesday 2 september 2015 

One easy step in reducing the use of plastic is to use something that is not disposable, which is a trolley bag , also if you want to buy food , try to eat on the spot , or in the restaurant , do not pack it to take home because it will use plastic only disposable.

Reduce the use of plastic bags by replacing them using cloth bags every time you shop , reduce the use of plastic as a food wrap by using natural materials or glassware , for example banana leaves or dishes made of ceramic .overcoming plastic waste management by making environmentally friendly plastic, namely plastic made from raw materials for living thing that can be broken down by soil ..

Maybe in the face of an exam , like a test that requires special techniques to find important information in a text , you need to use a scan technique, which is read fastly , and find the keywords , along with the steps to scan , first is read each the question completly first , before starting to scan ,and then choose your keyword from the question itself , look for answer to only one question at a time . scan separately for each question . when you located a keyword , read the surrounding text carefully to see if it is relevant . next is answer the question from the keyword you have from the text . and the last is Re read the question to determine if the answer you found answer is correct..

2. 6 years laater : The first son of four went to BUDDHIS JAYANTI ELEMENTARY SCHOOL
3.After 3 years : The Curly hair man , begin study at  the same JUNIOR HIGH SCHOOL
4.Fifteen years old : The tall man went to  SENIOR HIGH SCHOOL 1 RAYA
5. Two years in october : The handsome man get the third at CHEMISTRY OLIMPIAD SAINS
6. next year : He studying in President University

 In 2000, was born a child named JUAN FELIX SINAGA , the cute baby was cleansed in Rantauprapat one of the cities in INDONESIA ..He is the first child of four brothers, He has two brothers and one sister ..  this kid has a curly hair , a handsome face , and tall ..6 years later , the first son of four went to BUDDHIS JAYANTI SCHOOL ELEMENTARY SCHOOL .

In school , his talent is only playing football , running , and playing table tennis .. After 3 years , the curly hair man , begin study at BUDDHIS JAYANTI  JUNIOR HIGH SCHOOL .When he moved to junior high school, he was interested in studying chemistry . but he only get the bad scores in junior high school ..when he was fifteen years old  , the tall man went to SENIOR HIGH SCHOOL 1 RAYA .

 when at school , he began to learn a lot about chemistry , until one day , two years in october , he get the third at CHEMISTRY OLIMPIAD SAINS...It was a sweet memory when he was in high school ..finally , in next year , He studyng in President University . his major is Environmental Engineering batch 2018 , where in here he got many friend from matrikulation , orientation , and from the same major ..

Hello everyone , wellcome back to my blog again .. what kind in this blog , I have 2 topics :
1. What course that you can take at college
2. What kind of Holidays for some people

The Main Idea is :  In this era , many high school students were confused to choose a course that was in accordance with their abilities 

I will give you 3 main courses that you take were you study at college :
    1. ENGINEERING
    2. MANAGEMENT
    3. INTERNATIONAL RELATION

The first is the engineering faculty , why would I advise you to take this course , because even thought this department is fairly difficult , many creative and inovatif come from this department  , therefore , theres is no harm in making the engineeering department number one.. The second is management , if you want to be a succesfull businessman , you can take management majors at the college , why ? because in this department learns a lot about starting a business from small to large , and also this department is able get you into the world of international business..And the Last is international relation . you may wonder why I proposed this a last resort , because what I know is that you only need to learn the language of the country that you will go to when you work later , for example you want to becaome an ambassador in france , then you have to learn the language there ..


Kinds of Holiday
The Topic many people are looking forward to a holiday

Most people , many want to vacation , ranging from children , adolescents , to adults ... But different place and destinations they vacation , some are vacation to the beach or lake , with the aim of getting a new atmosfer such as comfort , relax and other .. there is also a vacation to the mall , because maybe with them buying the items they want , they feel that their vacation has been paid because what they want is fulfilled through shopping at the mall . And the last is , some of them thrifthy or do not have money for holiday , they can only holiday at home , such as playing game , watching TV , fishing in the river near their homes and ETC ..

                                         HELLO GUYS ,, 

welcome to my blog , now I will tell you about my favourite teacher who is verry good to me
first , I will divide my story into 3 part which are :

1.When and Where you meet this teacher ?
2. Who the teacher was and the subject she taught?
3. Why this teacher lesson's were special,and how she influencend you ?

     In my opinion , everyone must have their own favourite teacher , but the difference is with me , what will I tell you is my favourite teacher and teacher who makes me enthusiastic about learning and makes me want to explore chemistry .so i meet this teacher when she enter to my class at the morning , when I was in senior high school , she come to my class use eyeglasses and bring some book in her hand . this teacher is so beautiful , it;s natural , because she is still 21 years old when i was in senior high school.

     Her name is Ms Putri Chandrayani Purba , Spd. she graduate from the state university of Medan ( UNIMED) , and she teaches a lesson that I like that is CHEMISTRY .

     And the last , I will tell a little about this teacher and what special from her ?
this teacher is so clever and smart to teach the chemistry in the class , and she has a unique way of teaching that is , explaining while being repeated by students , and that's makes it easier for me to learn the subject taught by her . and then she is verry kind for me , I always get High score every time I do assignments and exams . and finally I love this teacher
